Enabling citizen wellbeing

The report ‘Route map to an enabling state’ is the final one in a series from Carnegie UK Trust, looking at how the state can help citizens have more control and take a more active role in public service delivery. It recommends eight steps governments can take, without disadvantaging vulnerable members.
