The second report by the Commission on Civil Society and Democratic Engagement, ‘Non-party campaigning ahead of elections’, was published on Tuesday (10th December). The commission was set up by charities, academics, campaign groups and others in response to the potential ‘chilling effect’ on campaigning from the legislation.
